Marital Status Certificates Guidelines

PLEASE READ THE FOLLOWING GUIDELINES CAREFULLY BEFORE APPLYING:
Afghan nationals residing in Norway, Sweden, Denmark, Finland and Iceland can apply to the Embassy of Afghanistan in Oslo for the following certificates:
- Marriage certificate;
- Divorce certificate; and
- Certificate of Celibacy.
Applications for the above documents can only made in person at the Consular Section of the Embassy. In addition to documents certifying their marital status, applicant individuals or couples must be accompanied by appropriate number of witnesses and guarantors.
Checklist of requirements
APPLICANTS FOR MARRIAGE CERTIFICATE, BOTH HUSBAND AND WIFE, MUST:
- Be present through a pre-arranged appointment with Consul at the Embassy
- Provide document’s verifying the occurrence of their marriage, such as a marriage certificate from the country where the marriage has taken place, photographs showing the marriage ceremony, and so on.
- Bring two adult witnesses who can testify, in writing, about the marriage process. Witnesses must bring their full identity papers and two fresh photos.
- Provide their certificates of celibacy.
APPLICANTS FOR DIVORCE CERTIFICATE, BOTH HUSBAN AND WIFE, MUST:
- Be present through a pre-arranged appointment with Consul at the Embassy.
- Provide their original marriage certificate issued by a legally instituted authority in or outside Afghanistan. Marriage certificates issued in Afghanistan must bear the endorsement and official seal of the Consular Department of the Ministry of Foreign Affairs in Kabul.
- Bring two adult witnesses who can testify, in writing, about the divorce process.
APPLICANTS FOR CERTIFICATE OF CELIBACY, MUST:
- Be present through a pre-arranged appointment with Consul at the Embassy.
- Show evidence to prove that you had completed the age of 18 when you left Afghanistan to become refugee in another country. Applicants who completed the age of 18 in Afghanistan must apply for Certificate of Celibacy within Afghanistan.
- Bring three adult guarantors who will guarantee, in writing, the celibacy status of the applicant.
- Bring two adult witnesses who can testify, in writing, about the process.
- Pay Certificate of Celibacy processing fee (see the fees table below)
ALL APPLICANTS MUST ALSO:
- Provide two standard passport size photos of each of the applicant. Photos must be taken directly off the face and show both ears
- Pay marital status certificate processing fee (see the fees table below)
- Provide documents verifying identities of the couple such as passport.
- Provide documents verifying your current residency status of the couple in Norway or other Nordic countries
- Provide documents verifying the applicants’ current address, such as current utility bills.

Payment method
- Marital status certificates fees and all other consular charges are ONLY payable in EUROS. Payment in any other currency will not be accepted.
- Marital status certificate fees and all consular charges must be paid by BANK CHEQUE (certified cheque) or MONEY ORDER made payable to ‘The Embassy of Afghanistan, Oslo’. Payment by cash, personal cheques or bank transfer will not be accepted.
- A money order (or certified bank cheque) can be obtained at any high street bank, regardless of whether you hold an account there or not, by paying the required amount alongside any applicable fee.
- The money order (or certified bank cheque) must cover the total amount that is payable to the Embassy, and must be sent to us together with your application form.
How to apply?
All applicants must contact the Consular Section in advance to book an interview appointment. The Consular Section’s opening hours are as follows:
Monday to Thursday from 9am to 12 noon and Fridays from 8:30am to 11:30am.
The Consular Section is closed outside these hours as well as on Saturdays and Sundays.
At the appointed time, the applicants alongside witnesses and guarantors should arrive at the Embassy. Remember that in case of application for marriage and divorce certificates, the presence of both husband and wife is essential. The Embassy address is as follows:

Interviews for marriage certificates, divorce certificates and certificate of celibacy are conducted by the Consul and can last for one to two hours. Usually, the certificates are issued at the end of the interview. In some cases, the applicants will be asked to return on a specified day and time to pick up their certificate(s). At the request of applicants, where their re-appearance at the Embassy is not necessary, we can send their certificates and documents by post in which case the applicants will be required to present a registered, self-addressed return envelop or enclose the necessary payment to cover postage cost.
Return of original documents
All original documents submitted as part of application for a marital status certificate will be returned to the applicant after the due process.
